2004, a lei do abate entra em vigor. A FAB está então autorizada a perseguir, atirar e se for preciso abater aeronaves que penetrem o espaço aéreo brasileiro sem autorização. Os negócios de muitos traficantes internacionais foram prejudicados. Percebendo o perigo iminente, a ABIN coloca seu melhor homem, o Agente Marcos Rocha (Thiago Lacerda) a frente das operações de combate aos narcotraficantes. O agente descobre que Hector Gasca (Joaquin Cosio) planeja atacar o quartel general do SIVAM (sistema de vigilância da Amazônia). Marcos leva a informação para Dra.
